The dam is owned by RUSHYDRO, which has a marginal government participation. The dam was short changed on repair materials and staff to increase profits. RusHydro continues to deny safety concerns with other dams that it manages. Why do you think Russia has turned into a cesspool of crime? It’s not the mafia, it’s a complete lack of regulation and corruption in the levels where regulation is supposed to occur..
